Domicile is a critical factor in FPSC recruitment because vacancies are often allocated based on provincial and regional quotas. Using the wrong domicile, not having a self-domicile certificate, or misunderstanding the urban/rural classification can lead to rejection. This guide covers all the official FPSC rules on domicile and quota allocation.
Who is Eligible to Apply for FPSC Jobs?
To apply for any FPSC vacancy, you must be:
- A citizen of Pakistan, OR
- A person deriving nationality from the State of Jammu and Kashmir
What is a Self-Domicile Certificate and Why Does It Matter?
Vacancies earmarked for provincial or regional quotas are allocated based on the candidate's self-domicile certificate. This certificate must be:
- Issued in accordance with the law and rules
- Issued by the authorities prescribed by the Provincial or Federal Government
- In the candidate's own name (not the father's or husband's domicile)
Critical Rule: A domicile certificate issued in the name of a candidate's father or husband is not accepted for the purpose of regional allocation. You must have your own self-domicile certificate.
When Must You Produce Your Domicile Certificate?
You must produce your original self-domicile certificate (or local certificate of residence) issued by the competent authority on the date of physical verification of documents by the Commission.
Candidates who fail to provide a self-domicile certificate will have their applications rejected.
Can You Change Your Domicile After Applying?
No. Once a domicile is claimed by a candidate and accepted by the Commission for admission to a test or examination, it is final. No change in domicile will be allowed at any subsequent examination or selection.
Additionally, candidates must submit an undertaking/declaration stating that they do not possess any other domicile certificate other than the one claimed in their online application.
What About Merit-Based Vacancies?
Vacancies reserved to be filled on merit are open to all applicants irrespective of their domicile or gender. For these positions, your domicile does not affect your eligibility.
How Does the Sindh Urban vs. Sindh Rural Classification Work?
This is one of the most commonly misunderstood aspects of FPSC domicile rules:
Sindh (Urban) includes ONLY:
- City areas of Karachi
- City areas of Hyderabad
- City areas of Sukkur
- Cantonment areas of these cities (considered part of the city)
Sindh (Rural) includes:
- Areas under the jurisdiction of the District Councils of Karachi, Hyderabad, and Sukkur districts
- All other areas of Sindh province
Important: Just because you live in Hyderabad district does not mean you have a Sindh Urban domicile. Only the city areas of the three specified cities qualify as Urban.
What Are the Rules for Azad Jammu and Kashmir (AJK)?
Candidates with AJK domicile are considered for vacancies reserved for Azad Jammu and Kashmir.
Additionally, candidates who hold the State Subject Certificate of the region are also considered for AJK quota vacancies. Such candidates must produce the State Subject Certificate issued by an authorized officer.
What Are the Domicile Rules for Tribal Areas?
Candidates belonging to the erstwhile Federal or Provincially Administered Tribal Areas must provide a certificate of residence issued and signed by the authorized officer, in addition to their regular domicile documents.
These tribal areas include:
Tribal Areas Adjoining Districts:
- Peshawar
- Bannu
- D.I. Khan
- Lakki Marwat
- Tank
- Kohat
Former Agencies:
- Bajur
- Mohmand
- Orakzai
- Khyber
- Kurram
- North Waziristan
- South Waziristan
What Happens to Domicile When You Enter Government Service?
The domicile claimed by a candidate and accepted by the appointing authority at the time of first entry into Government service is treated as final. This means:
- You cannot change your domicile after joining government service
- The domicile used for your initial appointment stays permanently on record
What About Government Servants Applying Through FPSC?
Government employees applying for FPSC positions need a Departmental Permission Certificate (DPC). The rules are:
For Current Government Employees:
- Under the Government Servants (Applications for Services and Posts) Rules, 1966, all government employees must obtain prior permission from their parent department before applying
- The DPC/NOC reference number and date must be mentioned in the online application
- Failure to do so will result in cancellation of candidature and no admission certificate will be issued
- The original DPC must be produced at the time of document submission
For Armed Forces Personnel:
- Officers and personnel of the Armed Forces (including those on LPR) must produce permission from Services Headquarters, Ministry of Defence along with their documents
For Former Government Employees:
- Candidates who have left government service must submit certificates from their previous employers confirming acceptance of resignation or termination of appointment
For Those Who Join Government Service After Applying:
- If you enter government service after submitting your online application, you must immediately inform the Commission and produce the DPC along with your documents
