After the written exam, medical examination, psychological assessment, and viva voce are completed, FPSC prepares the final merit list. Understanding how the merit is calculated, how occupational groups are allocated, and what the waiting list means can help you plan your strategy. This guide covers the entire post-examination selection process.
How is the Final Merit List Prepared?
The final merit list for CSS is based on the aggregate of marks obtained in two components:
| Component | Total Marks |
|---|---|
| Written Examination | 1,200 |
| Viva Voce (Interview) | 300 |
| Grand Total | 1,500 |
Qualifying Requirements at Each Stage
To appear in the final merit list, a candidate must:
- Pass all individual written papers (40% compulsory, 33% optional)
- Score at least 50% aggregate in the written exam (600 out of 1,200)
- Pass the medical examination
- Complete the psychological assessment
- Score at least 100 in the viva voce (out of 300)
Only candidates who clear all five requirements are included in the final merit list.
How Are Tie-Breaking Rules Applied?
When two or more candidates have the same aggregate marks (written + viva voce), the following tie-breaking criteria are applied in order of priority:
| Priority | Tie-Breaking Rule |
|---|---|
| 1st | The candidate with higher marks in the viva voce is ranked higher |
| 2nd | If viva voce marks are also equal, the older candidate (by age) is ranked higher |
| 3rd | If marks and age are the same, the candidate with higher academic qualifications (M.Phil. or Ph.D. in a prescribed field) is ranked higher |
| 4th | If still equal, the candidate with a higher grade/division or percentage in the minimum prescribed qualification is ranked higher |
| 5th | If still equal, the candidate who acquired the prescribed qualification earlier is ranked higher |
How Are Occupational Groups Allocated?
After the final merit list is prepared, candidates are allocated to occupational groups through the following process:
Step 1: Preference Submission
- Candidates submit their preference order for all 12 occupational groups at the time of application
- This preference order is final and cannot be changed later
Step 2: Allocation Based on Merit
- Candidates are allocated groups in order of merit (highest aggregate first)
- The highest-ranked candidate gets their first preference (if vacancies exist)
- The second-ranked candidate gets their first preference, or second preference if the first is filled
- This continues until all vacancies are filled
Step 3: Quota Consideration
- Allocations also consider provincial/regional quota requirements
- A candidate from a specific province/region is matched against vacancies reserved for that quota
Important Points About Group Allocation
- Your preference order matters significantly - candidates with similar marks may end up in very different groups based on their preferences
- Some groups (Foreign Affairs, DMG, Police) are highly competitive and fill up quickly
- Once allocated, you cannot change your occupational group
What is the Waiting List?
FPSC maintains a waiting list of candidates who have passed all stages but were not allocated a group due to limited vacancies:
How Does the Waiting List Work?
- Candidates who qualify but are not initially selected are placed on the waiting list
- If a selected candidate does not join, their vacancy is offered to the next candidate on the waiting list
- The waiting list is valid for a specific period as determined by FPSC
- Candidates on the waiting list are informed through the FPSC website and direct communication
Priority on the Waiting List
- Waiting list candidates are ranked by their aggregate marks
- When a vacancy opens, the highest-ranked waiting list candidate matching the quota and group requirements is offered the position
What Happens After You Are Selected?
Being selected by FPSC does not mean automatic appointment. FPSC recommends candidates to the Government, and actual appointments are made by the respective authorities.
Post-Selection Steps
- Document Verification - All original documents are verified
- Character and Antecedent Verification - Background check conducted by the Intelligence Bureau
- Medical Fitness Confirmation - Final medical clearance
- Appointment Letter - Issued by the Establishment Division
- Training - Selected candidates report to the Civil Services Academy in Lahore for the Common Training Programme (CTP)
Training at Civil Services Academy
| Detail | Information |
|---|---|
| Location | Civil Services Academy, Lahore |
| Duration | Approximately 6-8 months |
| Type | Common Training Programme (CTP) for all groups |
| Followed by | Specialized training for the allocated group |
What Conditions Can Lead to Cancellation After Selection?
Even after selection, your appointment can be cancelled for:
- False information - If any information in your application is found to be false
- Forged documents - Submission of fake certificates or degrees
- Failed verification - If educational documents or experience cannot be verified
- Character issues - Adverse findings in character and antecedent verification
- Medical unfitness - If found medically unfit at any subsequent examination
- Non-joining - Failure to report for training within the specified time
Can FPSC's Decision Be Challenged?
The law provides limited judicial protection for FPSC decisions:
- No order or proceeding under the FPSC Ordinance can be called in question in any court
- No injunction can be granted by any court against FPSC decisions
- However, a candidate can file a representation within 30 days of the decision
- If unsatisfied, a review petition can be filed within 15 days (fee: Rs. 500)
- Final recourse is an appeal to the High Court within 30 days of the review decision
