After the written exam, medical examination, psychological assessment, and viva voce are completed, FPSC prepares the final merit list. Understanding how the merit is calculated, how occupational groups are allocated, and what the waiting list means can help you plan your strategy. The final merit list for CSS is based on the aggregate of marks obtained in two components:

To appear in the final merit list, a candidate must:
Only candidates who clear all five requirements are included in the final merit list.
When two or more candidates have the same aggregate marks (written + viva voce), the following tie-breaking criteria are applied in order of priority:

| 1st | The candidate with higher marks in the viva voce is ranked higher |
| 2nd | If viva voce marks are also equal, the older candidate (by age) is ranked higher |
| 3rd | If marks and age are the same, the candidate with higher academic qualifications (M.Phil. or Ph.D. in a prescribed field) is ranked higher |
| 4th | If still equal, the candidate with a higher grade/division or percentage in the minimum prescribed qualification is ranked higher |
| 5th | If still equal, the candidate who acquired the prescribed qualification earlier is ranked higher |
After the final merit list is prepared, candidates are allocated to occupational groups through the following process:
FPSC maintains a waiting list of candidates who have passed all stages but were not allocated a group due to limited vacancies:
Being selected by FPSC does not mean automatic appointment. FPSC recommends candidates to the Government, and actual appointments are made by the respective authorities.
