Experience requirements are where many PPSC candidates stumble - not because they lack experience, but because their experience doesn't count under PPSC rules. Understanding exactly what qualifies, what documents you need, and how research papers are evaluated can mean the difference between eligibility and rejection.
How PPSC Counts Work Experience
Basic Rule
Only experience that is supported by documentary evidence will be counted. Verbal claims or self-declarations are worthless.
Government Service Experience
- Must be certified by the Appointing Authority or a person authorized to do so
- Appointment letters must accompany the experience certificate
Private Sector Experience
Private sector experience is accepted only if the entity is registered with:
- SECP - Securities and Exchange Commission of Pakistan
- Registrar of Firms
- Any other Regulatory Authority
You must provide:
- Experience certificate from the private entity
- Valid registration certificate of the entity
- Proof that the entity was registered during the period you claim experience
Important: If the private entity wasn't registered during your employment period, that experience will not be counted - even if the entity registered later.
Contract, Current Charge, Acting Charge & Ad-hoc Appointments
Experience from all of these is accepted, provided the experience certificate and appointment letter(s) are issued by the Appointing Authority / Head of Institution / Organization / Department under the rules.
Honorary Experience
Experience acquired in an honorary capacity (unpaid, volunteer positions) is not counted towards the mandatory experience requirement - unless the Competent Authority specifically allows it.
Specialty vs. General Experience
- Experience in a general specialty does not count as experience in a specific specialty required for a post
- Only particular/professional experience in the relevant area, gained while working in recognized institutions (public or private sector), is counted
The Post-Qualification Rule
This is a critical rule that many candidates miss:
Where experience is a mandatory condition along with minimum educational qualification, only experience acquired AFTER obtaining the prescribed minimum qualification will be counted.
Example: For Assistant Professor in the Education Department, teaching experience after M.A./M.Sc. is mandatory. Only experience gained after passing M.A./M.Sc. is counted - teaching done during or before M.A./M.Sc. does not qualify.
This policy has been upheld by the Supreme Court of Pakistan (Judgment dated 27-12-2016 in Civil Petition No. 924-L/2014, Punjab Public Service Commission vs Mst. Numaira Saeed).
Medical Experience Rules

Research Experience Rules
Research Experience means the actual period spent on conducting research in the area of specialty.
Research During M.Phil. / Ph.D.

However: If the Service Rules require research experience in addition to Ph.D. or M.Phil., then research done during that degree program is NOT counted as research experience. You'll need separate, post-degree research work.
What Counts as Research Experience
- Service as Research Assistant / Associate / Research Officer in government-recognized research institutions
- Residency in Fellowship or equivalent qualification
- Studies abroad (Diplomat of American Board/Fellowship)
Research Paper Requirements
Submission Rules
- Submit two copies of published research papers within 7 days after the closing date (where required)
- Papers must include the recognition list of foreign journals as enlisted by HEC/PMC/PMDC

Timing Rule
Research papers published after the closing date for receipt of applications will not be accepted. Only papers published on or before the closing date count.
Principal/First Author Rule
If the advertisement requires papers written as a Principal Author, then the first name in the list of authors is considered the Principal Author (First Author).
Medical Journals
For medicine-related posts, standard journals are those recognized by PMC/PMDC.
Professional Registration Requirements
Medical Officers / Women Medical Officers
- Must have passed MBBS and completed one year House Job by the closing date
- Full medical registration from PMC/PMDC is mandatory (House Job registration alone is not sufficient)
- DVM degree holders need valid PVMC registration
- Post-graduate certificates from PMC/PMDC must mention all degrees acquired
Engineers (including Agriculture Engineers)
- Must produce "Professional Engineer" registration certificate under the Pakistan Engineering Council Act
Architects & Town Planners
- Must be registered under the Council of Architects and Town Planners Ordinance, 1983 or relevant body
Law Professionals
- Posts like Assistant District Public Prosecutor and Deputy District Attorney require valid Bar Council registration
Nurses
- Must be registered with Pakistan Nursing Council (PNC)

Use this checklist to verify your experience and documents are in order:
- Experience certificates from all relevant positions
- Appointment letters for each position held
- Registration certificates of private entities (if claiming private sector experience)
- Your experience was gained AFTER obtaining the minimum prescribed qualification
- Research papers published in recognized journals (within closing date)
- Professional registration certificate (PMC/PMDC/PEC/Bar Council/PNC as applicable)
- OPM certificate from examining authority
- Equivalence certificate for foreign or equivalent qualifications
